COUNTY OF DUKES COUNTY          DUKES COUNTY ADVISORY BOARD

A meeting of the County of Dukes County Advisory Board was held on Thursday, June 17, 1999, at 5:00 p.m. at the County Courthouse, notice of such meeting having been posted as required by law.

Members Present:        Ted Morgan, Chairman (Edgartown - 28.95)
                        Warren Doty (Chilmark – 19.58)
                        Roger Wey (Oak Bluffs - 16.56)
                        Tristan Israel (Tisbury - 15.15)
                John Early  (West Tisbury - 12.87)

Chairman Morgan opened the meeting to approve Budget Transfers and Supplemental Appropriations for FY99 at 5:02 p.m.  Mr. Morgan welcomed Mr. Doty to the Board.

Mr. Morgan asked for any questions on the Budget Transfers of: County Commissioners, Parking Clerk, Courthouse, Water Testing Lab, Airport.

Mr. Early asked for an explanation about the Airport transfer involving  hazardous materials.  Mr. Reynolds explained that the money would be used to remove underground fuel tanks, which are still hazardous materials.    

Mr. Morgan asked how the security fence item tied into the addendum.  Mr.
Reynolds explained that the parking controls and vehicular
access will be upgraded to include new gates.  Mr. Villa continued by
explaining that this is all part of the fund they are trying to build to pay for
the security fences, which will cost about $200,000.  Mr. Morgan then
asked for questions on the Budget Transfers of: Airport Business Park,
Recreation, Emergency Management, Wastewater, Treasurer, Registry of
Deeds.

Mr. Israel questioned why $1700 was transferred out of the beach ranger
line. Mrs. Borer explained that the rangers haven’t been hired yet, but they
will be included in the budget beginning July 1.

Mr. Doty made a Motion to approve the FY99 Budget Transfers.
Mr. Israel Seconded the motion.

Mr. Morgan asked for questions about the Interdepartmental Transfers.  Mr. Early asked about the horse van.  Mrs. Borer explained that the 4-H had used the van, but the plates have been returned.  We’ll have to pay insurance now but no longer.

Mr. Early made a Motion that the Interdepartmental Transfers be Approved.  Mr. Wey Seconded the motion.

Mr. Morgan invited questions about the Supplemental Appropriations.  He noted how well the Cape and Island License plates did.  Mr. Israel asked for an explanation about the $6,000.  Mrs. Borer explained that it covered our share of the advertising contract.

Mr. Early made a Motion to Approve the Supplemental Appropriations.

There was discussion about the letter from the airport asking to appropriate $73,770.39 to Line Item #55300 Misc. Equipment for the purchase of security gates in conjunction with current construction.  Mr. Israel asked if this money had to go to security gates or if it could be used for other things in the County.  Mr. Villa said that all revenue generated in excess by the airport is to be spent by and for the airport.  Mr. Israel asked about documentation.  Mrs. Flanders explained that it is part of the Grant

Assurance Document.  She added that the County and towns need a mechanism for reimbursement from past deficits.  Apparently, there have never been excesses in revenue in the past.  Mr. Israel would still like to see the written documentation.  Mrs. Borer reiterated that excesses generated by the Terminal so go back to the Airport.  Mr. Villa explained money generated by the Airport goes back to the Airport for Capital improvements. There was some discussion about the security gates - location, etc.  Also discussed was the fact that the figures for June are still projections at this time.  Mr. Villa said last year’s fuel figures were used to project this year’s, but in answer to a question from Mr. Morgan about other income compared to last year’s, Mr. Villa said, it’s hard to determine now.

Mr. Early made a Motion to Approve the $73,770.39 to be used for security fences and gates in conduction with construction.
Mr. Wey Seconded the motion.

Mrs. Flanders introduced an Addendum to the Airport Line Items (52300, 51020).  A transfer of $995.27 was made from Gerald Evans to Richard Michelson, and $3141.00 from Capital Projects to Professional and Technical.  
 
Mr. Early made a Motion to Approve the Addendum.

Motion was Unanimously Approved.
There was discussion about the price of Architectural services for the Airport.  Mr. Morgan said, he was quite pleased with TAMS having worked with them on the School project. Mr. Villa said the Airport will still need about another $100,000 after these appropriations.

New Business was discussed, namely, the $10,000 that was transferred in the winter to the Regional Housing Authority for rental assistance.  The bank statement showing this was exhibited.  Unfortunately, the goal to assist individuals and families has not, to date, succeeded since all applicants failed to meet the minimum residency requirement.  It is believed the problem is due to a lack of affordable housing units.  Mr. Morgan recommended the Board receive quarterly reports on these funds.  Mr. Tristan would like more information about the way the funding has been advertised.

Mrs. Borer reported on Income and Expenses for all departments in FY99.
The items that stand out in particular are:  Cape and Island License Plates, Deeds, Water Lab Testing, Recreation Permits.

Mrs. Flanders pointed out that there will be one more quarterly payment of  Courthouse rent.

Mr. Morgan invited questions from the audience.  Sheriff McCormack thanked everyone for cooperating.  Mr. Morgan returned the thanks.  “It works both ways!”  Mrs. Flanders added, “What has saved Dukes County, is we have stayed in the black because department heads understand…’you don’t spend what you don’t need!’”

There being no further business, the meeting adjourned at 5:50 p.m.
