Advisory Board Minutes 2003-07-02
A meeting of the County Advisory Board was held on July 2, 2003 at 6:00 PM in the Conference Room of the County Administration Building, notice of such meeting having been posted as required by law.

Absent:                         Richard Combra (Oak Bluffs – 14.88)

County Commissioners Present:   Commissioners: Chairman Alley; Jason; Leland; Wey; Smith; Strauss; Sawyer.

Chairman Early opened the meeting at 6:07 PM noting that the purpose of the meeting was to make adjustments to the FY 2004 Budget as decided last meeting.

Commissioner Jason reviewed his suggestion to increase revenues by $17,000 by increasing the price of Beach Stickers (Island from $50.00 to $60.00 and Off-Island from $80.00 to $100.00) and increasing the cost of Water tests to $65.00, which is comparable to Barnstable and $4 more that the Lab in Aquinnah.  He explained to which lines the additional money would be added in the Health Council and Access Program budgets.  Commissioner Jason also reviewed reducing expenses by $3,000, by reducing Mr. Culbert’s hours in the Lab and increasing his hours in Recreation.  This makes the $20,000 needed.

Tristan Israel applauded Commissioner Jason’s work and the County Commissioners’ support of adding the $20,000 to the two budgets, Health Council and VHCAP.

Tristan Israel Moved to Approve these amendments to the County 2004 Budget.  Carl Widdiss Seconded the Motion.
Roll call: Chilmark – aye; Edgartown – aye; Tisbury – aye; Aquinnah – aye
West Tisbury – aye. The Motion Passed Unanimously.  

Tristan Israel Moved to Approve the County 2004 Budget of $4,065,011.39, with a surplus of $699.27. Carl Widdiss Seconded the Motion.
Roll call: Chilmark – aye; Edgartown – aye; Tisbury – aye; Aquinnah – aye; West Tisbury – aye. The Motion Passed Unanimously.  

Treasurer Flanders clarified a statement she made at the last meeting regarding reporting by the MV Times in which she referred to numbers incorrectly reported.  Mrs. Flanders said that was actually the way they had received the number and she regretted the error.  

Tristan Israel Moved that the meeting adjourn.  Arthur Smadbeck Seconded the Motion.  The meeting Adjourned at  6:16 PM.
