Call to order
Chairman called the meeting to order at 7:06 p.m. Present were John Early of West Tisbury (15.11%), Art Smadbeck of Edgartown (31.40%), Tristan Israel of Tisbury (15.06%) and Michael Dutton of Oak Bluffs (14.88%) Establishing that 76.45% of the weighted votes were present, the meeting was officially opened.
Adoption of Minutes
Tristan Israel/Art Smadbeck MOVED the Minutes of 29 July 2004 and SO VOTED (61.45% of the weighted vote being cast in favor – None opposed and Michael Dutton abstained)
Executive Session
Michael Dutton/Tristan Israel MOVED to go into Executive Session to discuss pending litigation then return to Open Session, and SO VOTED (4-0-0).

New Business
Michael Dutton asked if the Veterans Agent’s budget is included in the 2-1/2% increase, or if it was off-budget. The County Manager indicated it is included.
Tristan Israel asked about the process the Airport Commission used to select the high-bidder in the Airport Manager search process. The County Manager explained that the critical elements for the majority of the Commission were the number of Airport Manager searches that Bennett-Yarger had conducted; the guarantee offered for their work; and the fact that the strategy of Bennett-Yarger was to bring only the 6 most highly qualified applicants.
