BOARD OF SELECTMEN MEETING MINUTES
MARCH 28, 2008
Present:
M. Davidson, V. Doran, G. Blout, J. Camera, R. Pickles, S. Smith, L. Wright, S. Garfield, S. & P. Dimare, J. Doran, N. Brodeur, D. Warr, J. Archer, D. Lynch (2:30).
Meeting open @ 10:50 am.
Discussion of Planning Board Hearing Notification. The notice was signed by the Board and is being sent to abutting towns, MV Commission and Mass Housing Authority. Mac will be sending information out to voters and property owners.
Warrants reviews and signed.
Ginny made a motion to go forward with the energy grand. Second. So moved. Unanimous. This grant is being worked on by Paul Zimbone. Ginny described what the grant might achieve, ie: alternative energy, lowering the costs of power and perhaps converting powerhouse capabilities to be able to accept alternative energy.
Public Health Regulations: George Huefelder is working on the draft.
Conservation: Dave Warr reported he will submit a report for Town Report.
Solid Waste: Ray had some forms for Ginny to sign. It is the Authorization to Operate, the Permit and the Wasteband Compliance. Brown & Caldwell will file with the State.
Dukes County is putting together a grant package for all the towns in the County. Ginny signed a letter stateing the town supports this process.
Main Dock: The Main Dock was surveyed. Ray hopes to have some figures soon. Seth hopes to get the plywood on the maindock in the next month.
Discussion of siren at Town Hall. Seth will look into it. Harbor will meet with Selectmen at next meeting on 4/4/08.
Jim MaComber will be coming over to fix shingles on the boat house and a window.
Discussion of house numbers. Much discussion about this public safety issue. Seth is working on placques with house numbers to install on everyone’s house so it makes 911 emergency calls and responses easier.
Building Inspector: Ginny reported about appoint a new Building Inspector. Ginny likes Any Bobola and so does Gail. Ginny made a motion to appoint Any Bobola as Building Commissioner. Second. So moved. Unanimous vote. Ray will do two inspections today. Solod & Spengler.
WIFI Proposal – From Nina, $7500.00 includes PC, Web page, hosting. Ginny wants Harbor (Committee) to discuss this at the 4/4 meeting to see if Harbor will help finance the project.

Discussion of Building Commissioner procedures and building permit fees. Permits are $50.00.
Ginny made a motion to not accept the articles presented from Dukes County to put on our Annual Town Meeting Warrant. Second. So moved. Unanimous.
Police: Discussion of vehicle and salary for Jono as Summer Patrol Person. Jono would like the department to purchase a vehicle. Discussion of Salary for the Summer Patrol Officer. Jono indicated that he needs to make more money. The Selectmen will discuss at the next meeting.
Gail reported that she would like to have the Building Commissioner look at the Avalon to see what needs to be done there. Ginny will ask Andy to come over.
Gail reported on Verizon. The tower on this end is complete. They are working on the tower in New Bedford. Optimistic outlook would be July 1 for Cuttyhunk completion.

Meeting open @ 10:29.
Meeting of Board of Selectmen and Harbor Committee. Discussion of $60,000 that Harbor voted to give to Electric, pending insurance money and equipment sale. Leo suggested the Harbor Committee look at the available money for the electric and feels there are many other issues in the town that need financing. There is about $135,000 in Harbor Special Projects which includes the $60,000. Ray had sent an email regarding maindock repair which indicates the pilings under the dock need repair/replacement as well. Mac indicated he would like Harbor to continue to contribute the $10,000/year to the water tank loan repayment. Ginny would like the Harbor Committee to consider giving money to repair the Bosworth Dock. Discussion of Harbor Committee paying for WIFI system. Discussion of
Harbor managing Wharf Department. Mac encouraged a closer working relationship between Harbor and Wharf.
Selectmen signed warrants.
Selectmen signed documentation for Andrew Bobola.
Ginny will contact Andrew Bobola about inspection of Avalon.
April 18, Planning and Zoning Public Hearing.
Ray Pickles hopes to have information from George Heufelder on Board of Health Regs. at April 18 meeting.
Ginny will speak with Ace abut using rocks left over from wall up at water tank. Alan Berry reported he’s donating rosa rugosa to plant around water tank fence.
Selectmen discussed Electric Light role, various issues that are being discussed, Packer’s role, and how to maintain a reliable source of fuel at a reasonable price.
Conservation Commission: Seymour Dimare said technically they should sign off on the Weepeckets project. At the next meeting they’ll review it. Seymour and Duane met with Shellfish Warden in Martha’s Vineyard to connect on Scallop Stock. He’s trying to get Gosnold to become a site for Phase 2 of blue mussel project. Gosnold may also be able to have a fish farm zone in which residents can place gear.
Building permit fees and application process. Selectmen discussed the draft.
Selectmen took a short recess.
Selectmen discussed WIFI. $7500 from harbor, software from Wharf. Ginny made a motion authorizing the Harbor Committee to procedd with WIFI and work out a contract. Seconded. Unanimous
Gail is recommending (a wage increase). $17 go to $19, $22 go to $24. Ginny discussed department heads and their jobs. The Board decided to defer this subject until May.
Ginny made a motion to pay the Summer Patrol Officer a Manager’s wage. Gail deferred until another time.
Gail made a motion to accept the building permit procedure and fees associated with it. Discussion. Second. So moved. Unanimous.
Discussion of using seaplane dock as a dingy dock. Gail would like to look into this.
